Paint the large star red and the small center star white. Set aside to dry.
Mask anchor & paint stripes
Mask off the anchor into 1.5" sections. Paint white stripes first, let dry and then remove the tape. Adjust the tape to cover white areas and then paint on the blue sections. Allow to dry and then remove tape.
Sand edges & attach stars to anchor
Sand the edges and surface of the anchor and the star. Hot glue the star to the top center of the anchor.
Cut & wrap jute
Cut a 36" section of jute. Loop end of jute about 1" and hot glue to the top of the anchor on the back. Wind the jute several times through hole, around the star and down around the bottom of the anchor. Hot glue the end of the jute to the back of the anchor.
